I bought a brand new 92mm PWM case fan to test. What I found is that the PUMP_FAN header on the motherboard seems to deliver full voltage to any fan you connect, whether it's a case fan or the CPU heatsink fan, which makes sense since it powers an AIO cooler pump and runs it at full speed. Still puzzled is why connecting pins 1 and 4 together on the Asetek AIO cooler pump wire harness seems to "work" with the motherboard. I still have the Asetek AIO cooler pump, and plugging it into the PUMP_FAN header once more resolves the fan error during boot. It only triggers this issue when using that specific header.
From what you've written thus far, I think your last sentence is not accurate. Have you actually tried other AIOs? The explanation cannot be more precise unless you either can get an answer from the builder or from the mobo maker. Clearly, jumping PWM to ground tells the mobo that there is a fan there. Why? It's been decades since I studied circuitry, but it's almost as if either the mobo is damaged or the 4-pin header shouldn't be there because, when a PWM fan is installed, you get the error. When you connected a 2- or 3-pin (i.e. non-PWM) instead of a PWM fan, did you also get the error? My guess is yes, so it's as if the mobo is looking at PWM to see if a PWM fan is there, and then it complains. If you connect a 2/3-pin and get the error, then that also suggests it's looking for a PWM fan because it WANTS a PWM. So, again, it seems like something is damaged perhaps. It should be looking for power draw on the PWM pin, which it doesn't see if it is jumped, which is what it'll also see if a non-PWM is connected. Please fill in the blanks: When a jumped cable head is connected to the pump_fan header, you don't get the error. When a PWM fan is connected, you get...? When a 2/3-pin (non-PWM) fan is connected, you get...?

Linking the jumped cable head to the pump_fan header avoids errors—this works with the factory-jumped Asetek AIO cooler, though I haven’t experimented with custom wiring for fans. 2. Connecting a PWM fan triggers a 512 Chassis Fan Not Detected error at startup, yet it runs at full speed without apparent speed adjustment via this header. 3. Attaching a 2/3-pin fan isn’t possible since I don’t own any such fans.
PS - I reached out to MSI once more yesterday, requesting details about the MS-7826 Version: 2.0 as shown on the motherboard, not referring to it as a "Kaili2" like Hewlett-Packard does. They still assert they lack any information regarding this board. As I mentioned before, HP isn't offering any assistance—your only option is to check their public forums, where the users seem to advise discarding the device and purchasing a replacement, claiming it’s clearly faulty. It seems they haven’t taken the time to read my detailed tests, procedures, and results. Clearly, everyone has a "Jump To Conclusions" mindset.
The suggestion points to a DC header instead of a PWM header, which could be intentional or due to an issue. A PWM plugged into a PWM header should work smoothly, but it shouldn't cause errors. The pump fan was connected directly and ran at full speed. I'm interested in seeing how a DC fan would behave if plugged in. If you're nearby, I'd bring one over.
I should mention that my Father owns the exact same HP Envy Desktop setup, even though he bought his machine roughly a year before me. He hasn’t upgraded his graphics card or power supply at all—just uses email, web browsing, movies, etc. I can verify from his system that his Asetek AIO cooler has Pins 1 and 4 affected in the same manner. I talked to MSI about a PUMP_FAN header; they said it should behave like any other fan connector but might handle up to three amps compared to standard headers that deliver less current overall.
