Active-State Power Management (ASPM) reduces energy consumption within the PCI Express or PCIe subsystem by activating a reduced power mode for PCIe connections when connected devices are idle.
The typical PCI-E device is a dedicated GPU. If your GPU lacks this low-power feature, ASPM can help.
Other PCI-E components include sound cards, older Wi-Fi cards, and capture cards.
It seems you might be using a laptop—does it have a separate dedicated GPU?
The GTX 1650 in a laptop form is the least powerful among the GTX 16-series GPUs. As it's an entry-level, low-end GPU, it doesn't require much support for ASPM. Its power consumption is also modest, with a TDP ranging from 30W to 50W.
As mentioned before, ASPM manages PCI-E devices in a lower power state. The GPU is one such device, as are M.2 NVMe SSDs. So what it really is – remains unclear. It could be any of these, or possibly all of them.
Additionally, this isn't an actual error in the true sense. Just because hardware doesn’t support a lower power state doesn’t imply there’s a problem that needs fixing.
For example, opening Event Viewer will show many errors, and most of them can’t be resolved.
