I adjusted the mouse during Windows 11 operation. The Logitech M510 USB transmitter disconnected. Switched to the M310 USB transmitter. Both mice are now non-functional. What should I do?

If both mice's USB dongles and their respective mice function on another platform, then the problem likely lies with your notebook. Could you share a screenshot of what appears under Mice and other pointing devices in Device Manager?
Regarding your HP notebook, it might be wise to first verify if there are any pending BIOS updates. After that, try manually reinstalling your chipset/SUB drivers to see if it resolves the issue.
