It’s really poor quality, likely under 60 frames per second. His processor isn’t very strong and he only has half the memory, so adding more RAM won’t boost performance by much.

You can cap the game but it's not recommended. If you want to play Black Ops 2, consider using the console if your PC isn't powerful enough. He was running on ultra, so a mix of high and medium settings might help. Your CPU is weak—an i3 would be better.

still not enough, it really depends on the settings. those CPUs are weak even for games like BoO2, you should invest a bit more. I suggest you save up more and upgrade to a better setup with something like an i3 and a GTX 750 Ti.

Consider an R7 265 for immediate needs; prices have dropped to around $99 and it consistently outperforms the 750ti. If you can spare time, evaluate the expected GTX 950/ti and possibly the R9 370X.
