I recently purchased Sea of Thieves on Steam and am attempting to copy the Microsoft files to my account. The files are currently locked, so I'm exploring options to unlock them. I've tried adjusting the security settings and changing the owner, but it hasn't worked. Could you offer any advice or suggestions? Here’s what the files appear to look like.

To have a purchased game appear on Steam, use external tools rather than manipulating the platform directly. Attempting to deceive Steam about ownership is not possible and goes against how digital licenses function.

They are also encrypted, which means there’s nothing to worry about. You can include a game from Steam that you haven’t purchased by going to Steam, pressing the games button, and selecting "Add a non-Steam game to my library."

Again, that's not how digital licensing works. You can add an external software to your steam library by going to games > add a non-steam game to my library.

You're aware it allows crossplay between Steam and Microsoft products like PC and Xbox, isn't it? So essentially, what you're trying to do is completely unnecessary.
