it's showing 4 ghz, which is the turbo setting, but i need to disable it myself.

If it is just going to 4Ghz when it needs to then it is running normally as turbo mode is on by default. No harm in leaving it that way. If it was stuck at 4Ghz then yea there are some setting going on in there.
But before it didnt used to do this it would stat at 3.5
If you were attempting an OC and adjusting a BIOS setting would stop it from updating, then during the process you didn't want changes to stick. Since you're OC, you prefer it to remain unchanged. The turbo setting indicates everything is reverting to the default state.
Ohg I just noticed before I didn't have unlocked it, which is why I couldn't do an OC. Before I began using AMD overdrive turbo, it was off.
