Hello, I am looking for a guide to undervolt my 13600K because I am not getting the performance I would like to see. However, do NOT want to mess with anything that I don't understand of don't know how to fix. I have heard from some people that I should undervolt in BIOS and/or in XTU. Please help.

Consider a basic minus offset adjustment. Starting at 0.050mV, observe the results. Most systems accommodate -0.050mV; higher values require favorable conditions. You might also explore SVID Behavior, adjusting the Best Case Scenario first. A mix of -Offset and SVID Behavior is possible too.

Is there a central adjustment needed? Decide whether to handle it in the BIOS or XTU.

I'm not sure if it works in XTU. I've always used the BIOS instead.

Undervolting is generally secure from a hardware standpoint. Lowering the voltage on your chip might lead to system issues, but it’s unlikely to cause serious damage like corrupting a Windows install or files. However, reducing voltage won’t harm your 13600K. As mentioned before, a fixed offset is preferable. On Intel platforms, adjusting one setting in the BIOS is the simplest method for undervolting. The exact location of that setting differs depending on the motherboard manufacturer.

You haven't located any offset data in your BIOS settings.

It sounds like you're familiar with ASUS BIOS but need help finding the right settings for MSI. Let me know if you'd like guidance on locating them!
