The issue is that the game can't be accessed in your country due to sanctions. You should add it to Steam, create an account there, and use the code you received from EA. You don’t need to buy it again on Steam, just use the code you already have.

for the steam version, you must buy it, though it continues to use EA play/origin for launching the game

You have to buy it again. There's no way to transfer products from Origin to Steam.

I am not terribly familiar with it, particularly any time lately, but there is a tab within Steams UI that states something like "activate a game on Steam" or similar. Might be worth typing your game license and see what happens.
I tried this with some CD/DVD based games I still had a couple of years ago before I got rid of them and it was about 50/50 with no seeming sense to how or why it would or would not work.
