Do you have Intel SpeedStep enabled? This should automatically set the clocks down if there is no load.

It should operate at 4.6GHz due to its full-core boost feature. Checking if Multicore Enhancement is enabled in the BIOS could explain why it's hitting only single-core speeds on all cores. If heat and noise aren't issues, reaching 4.9GHz is safe as long as voltages remain stable.

windows balanced mode keeps clocks accurate and voltage stable. By default, the 9700K runs at 4.6GHz across all cores, and 4.9GHz when multi-core enhancements are active in the BIOS.

Thanks for all your thoughts!! i had not thought of looking at Intel speedstep but if there is no fear of damaging the cpu i will look into the speed step and other than that leave well alone
