Turn off Windows Update in Services.msc, adjust it to Manual right before disabling, and switch it back when needed.

Manually adjusting the service to "disabled/manual" allows the system to reset or switch back to "auto" occasionally. Use a tool like Windows Update Blocker to prevent the service from reactivating automatically.
