I compared the performance using the same computer with both Windows 7 and Windows 10. The results showed that Windows 7 performed better by 5 frames per second, while Windows 10 was faster by 5 fps for ETS2. There seems to be a possibility of adjusting settings to run older games on Windows 10 as well.

There seems to be no solution when I turn off the DX11 setting in the Graphics section—it only works with DirectX 11.

Thank you, Lutnj, but these are intended for dx11 games to operate in dx9. What I really require is a native Dx9 application that functions smoothly in Win 10, just like it does on Windows 7.

Are you employing identical driver versions across both operating systems?
It might simply be because mafia2 operates as a 32-bit application, performing optimally on the 32-bit version of Windows 7, whereas the other title is built for 64-bit and functions more effectively on the 64-bit edition of Windows 11.

I have drivers from AMD's official site, and I installed drivers for their respective operating systems (one for Win7 and another for Win10). Also, I'm considering your opinion regarding the OS architecture for each game. Mafia 2 was released in 2010, whereas this ETS2 version is from 2020.

It might be due to additional background processes or increased driver demands for specific tasks. However, I'd like to clarify the comparison point—what exactly are you aiming for? If you're seeing around 200 frames per second on Windows 7, a drop to 5 FPS would be quite significant and not ideal. A reduction closer to 40-50 FPS would make more sense in that context.
