How to restrict turbo boost clock speeds
Hi,
My CPU has a base clock of 2.5 GHz and with turbo it reaches up to 3.1 GHz for one core only and 2.9 GHz for all cores.
I want to adjust them to 2.9 GHz for one core and 2.7 GHz for all cores.
Intel XTU doesn't let me change those settings, and ThrottleStop didn't help either.
(Or at least I wasn't able to)

Typically handled via MSR 0x1AD, but a released cpuz report indicates bit 28 of MSR 0xCE is set to 0, meaning the programmable turbo ratio limit is turned off. This suggests a SOL issue unless BCLK is altered, which is generally not recommended due to stability concerns and potential impacts on other clocks.
It really seems complex and difficult. I hope it could be as straightforward and reliable as turning off turbo by simply setting the maximum CPU usage to 99% in Windows settings.
It seems there isn't a straightforward solution to what I'm after. You're welcome to let me know if you think another way exists. In the meantime, I'll keep turbo on for browsing and switch it off while gaming.

I tried the same thing and the Speed Shift EPP made a difference. I checked the box and began from 200 downwards. That means 200 was the base clock speed of 2.2Ghz for me, then 180 went up to 2.6Ghz, and so on. Eventually, I found 160 which gave me 3.1Ghz. I don’t understand what those numbers mean or how they work, but it worked for my CPU. I have an i7 14650hx. I hope it functions similarly for you.
Why exactly do you need to do this? What are you hoping to achieve? Underclocking the CPU by 200mhz, will not have any effect at all. It's not gonna suddenly make your chip super efficient or anything.
In terms of TS, sadly if you cannot access those settings, there is little you can do. Some OEM's lock down the bios, so you can't do these things. It's a real pain in the butt. It might be worth updating to the latest bios available, it might unlock it.
Also, you might let us know what your PC specs are.
