Consider using FXAA instead, though it won't look as polished. The 4x MSAA setting is quite taxing on my card. Also, make sure you're not enabling any advanced options.

Cheap 1080p 144Hz monitors are readily available. If your project fits the bill, set aside funds now. I’m fine with saving money to obtain what I need.

Don't pay attention to the person recommending a new monitor. Instead, consider switching to a more powerful i5 or reducing population density.

It seems the system only functions with refresh rates that are multiples of half its actual refresh rate, like 60 or 30.

I'm in a not-so-good place... I'm already putting money aside for a new I5, but it'll take a year of saving to buy it. Then you understand just how bad my country is...
