No, it doesn't work with the PS3 emulator—it's only shown as part of the game itself. You currently have two choices: purchase a PS3 (about 50€), preferably a Super Slim model; use a 12GiB drive, buy an HDD cage with screws from places like eBay or AliExpress, and install it; or switch to a PS4 and play it there. I own TLU on the PS4 but found it frustrating. It's a tough stealth/walking simulator with decent characters, but I think better options exist on newer consoles.
