you can't have multiple people play the game at the same time with one owned copy. it does not work that way.
sorry but there is no way to do what you are asking. 1 person can play it at a time, if you want to play together then you need more than one owned copy of the game.
yes if your friend is playing and you try to start the game from the same account, it will not let you. it will tell you to wait until it is not being played. no way around it.

The game referred to is A Way Out, which supports cooperative play. You can join in together using parsec or Steam remote play, though a controller is needed. For Steam remote play, go to the game, press tab plus shift, and you'll see an 'Invite' option. Create an invite and share the link with your friend who has a Steam account, then both of you can play together.
