You won't reach 4.4ghz without overclocking to 1.5v on the CPU. Try to see if you can win the silicon lottery at 4.4ghz with 1.41v. Otherwise, let PBO and auto OC handle it. I don't know the safe max OC voltage for Ryzen 3000—think 1.4v is the limit before damage. Avoid OC 3700x. Let pbo and auto OC do their job.

Ryzen Master remains a good choice if you’re new to overclocking—it features a user-friendly GUI and is straightforward to operate. Simply open the program, select a profile (the default Creator keeps all cores running), and choose between PBO or Auto OC at the top of the profile menu.
