specs: i5 3230m, amd radeon hd 76070m 2gb vram, 8gb ram ddr3
any assistance would be greatly appreciated
don’t worry about cooling, i’ll handle it myself
if you know a method, please share a step-by-step tutorial because i haven’t tried it before

I have a laptop similar to yours with an i5-3210M and an HD 7670M. You won't be able to overclock the CPU, but if temperatures are good (check with MSI Afterburner), you can unlock voltage and significantly boost the core clock. I increased it from 500MHz to 740MHz (memory from 900 to 1140), which brought performance up by about 40%. I wouldn't recommend it unless you really need it.

You might try to push the GPU further, but it won't be very beneficial since it's already limited. The CPU remains fixed at its non-overclocked state.

Yes, those old AMD laptop cards were significantly underclocked. I raised the voltage from 0.9V to 1V (within the limits of MSI Afterburner). It still works well, acting like a Vega 3, though it doesn’t have much to say.

You may be able to do it, but it's not recommended if this is your primary computer. Overclocking your GPU could drastically reduce its lifespan. This beginner's guide explains the process if you decide to proceed. JayZTwoCents Video

Begin by downloading msi afterburner, then execute a program such as Unigine Heaven to raise the GPU temperature. Wait approximately 10 minutes, then verify the GPU temperature using MSI Afterburner and report the result.

This misunderstanding arises when voltages aren't raised or temperatures become extreme; it won't significantly affect its lifespan. For these laptops, boosting from 0.9V to 1V is fine since the desktop chips (same architecture) operate around 1.25V.
