There aren't any helpful guides on using overclocking on my motherboard. I attempted EZ tuning but the CPU still runs at its default 3.8 speed.
Mobo: z270 Mark 2 Asus
CPU: i5 7600L
Cooler: Corsair H115i
Could anyone assist with safe clocking settings? Where should I adjust them?

You should understand, that Modern CPUs will only boost their clock speed when it's needed. Regardless of their Overclock. If the CPU needs the bare minimum of it's speed it'll stay low to conserve power/CPU condition.
You should check values when gaming/under load.

Even with overclocking, if the CPU requires just the minimum speed it will remain low to save power and maintain stability. Check the values when gaming or under heavy load.
