Afterburner isn't necessary for AMD GPUs. WattMan is already active in the driver (AMD Settings). If you boost the CPU multiplier, the motherboard might also raise the voltage. To avoid this, establish a minor "voltage offset." Check CPUz before and after your CPU overclock.

Ensure you have a B350/x370 motherboard instead of an A320. For the GPU, install MSI After Burner, adjust the core and memory clock settings, and set the power limit between 110-115.

I notice no reference to the power supply and the cyber PC is known for low-quality components that are barely sufficient in power. This could lead to more issues than benefits when working with the GPU. With the CPU, I would only try increasing the multiplier in BIOS or Ryzen Master, not by raising the voltage. Just check how high you can go at normal voltages. (Watch your temperatures once you start overclocking, assuming you're using the stock cooler)

Absolutely avoid pushing the GPU beyond its limits and refrain from increasing voltages when trying to overclock the CPU. That's just the bare essentials to keep the system running, and I doubt your power source is up to the task.
