your installation is set using your signature build. you need to add windows 8.1 90 day to it. locate the usb drive on bios, choose it as boot device, but only windows 8.1 appears—press the correct key to reboot, then press another key and the same message reappears.

To install without an active OS, use the USB only as a temporary data source for a pre-installed Windows system. You can either purchase an OEM disk or switch to a Linux distribution and run the trial from there. The USB isn't meant to boot itself—it serves as a storage medium for the installation files.
