I notice no choice in the BIOS or Turbo Boost settings—they label it as a gaming laptop with a 2.6 GHz CPU. On the Intel site, the CPU specs state it can be overclocked up to 3.5 GHz and some users claim even higher speeds. I wonder how that’s possible (Windows 10).

I wouldn't suggest pushing a laptop CPU beyond its limits, as it often cancels the warranty and causes them to overheat even when running at default speeds. The information you found is likely about the CPU's turbo boost.

The 6700HQ has its limits and won't be able to be overclocked further. The highest speed it can reach is 3.5GHz per core, and under heavy use, you might see an additional gain of about 3.3GHz across all cores.
