I own an i7 4790 (non k) processor.
Z97xUD7 TH motherboard.
16 gb DDR 3 1600hz RAM.
Can I safely overclock my CPU? What are the limits? How should I proceed?

Lol. Perhaps if you're an Intel firmware engineer and manage to bypass the multiplier lock, you could attempt a BLCK overclock. This might give you an additional 200mhz at most, but probably offers little to no real performance gain after hours of work. You're likely to face instability and no actual benefit.
