I placed a Windows XP PC at 85Hz and it could only run up to 75Hz. It boots into safe mode with a display, but I can't adjust the settings. If it boots normally, the monitor displays an error saying it can't handle it. Is there a solution to resolve this?

You may need to remove GPU drivers in safe mode and then reinstall them in regular mode.

This functionality operates only at your monitor's maximum refresh rate. For a 60Hz display, that's the limit. If it displays higher than that, verify that the 75Hz option isn't dependent on lower resolutions.

It seems like you're recalling that the Pentium 4 was functioning well at 75% and you might have accidentally increased the settings.
