It increases the internal resolution the game is running at, so it's essentially downscaling.
ie, if you're playing the game at 1920x1080 and you set the frame scaling to 200%, the game will be rendered at 3840x2160 (which is 4K) then downscaled to 1080p. It essentially multiplies the horrizontal and vertical resolution by whatever value you set.
I wouldnt touch it. increasing that will have a really big negative impact on performance

i dont see an anti aliasing in graphics and dont see resolution scaling in advanced settings

I adjusted the settings, enabling FXAA and disabling MSAA TSAA. My frame rate has increased significantly, although my GPU usage has decreased to approximately 50 percent compared to the previous 100 percent.

Yes, MSAA and TXAA will severely impact performance, and FXAA is the least demanding option with acceptable visual quality. Regarding GPU usage, I am not entirely certain, but it's not a critical concern. Given that Grand Theft Auto V is a highly CPU-intensive game, this may be a contributing factor. It could also relate to Vsync, although my certainty in this regard is limited.
