Your system appears to be working fine with the components it has. In a prior discussion, you mentioned an AMD A6-7310 APU paired with AMD R4 Graphics running at 2.00 GHz and 8GB RAM on Windows 10, and you found Fallout 4 playable at the lowest settings.

It functioned after restarting, likely due to putting your laptop to sleep during the game.

I don’t understand what happened with GTA V, but after reinstalling it recently it’s not working properly. It only opens in a window even though fullscreen is enabled. It used to run perfectly, so you might need to wait for a fix.

I hold the decline in performance to be caused by the DRM system called Rockstar Social Club. That’s why I haven’t owned any GTA games for PC since GTA III or San Andreas.
