How to expose a hacking program GTA V?

I was trying to understand how many players can freely modify GTA Online. I met a hacker who shared a free tool for modding the game. He mentioned he wants to show Rockstar his hacking program so they can fix it. How do you reach Rockstar about this?

Theres one that's called the 11zeromod11 or something like that, it's the most common one. Rockstar knows. They don't care.
