Confirmed: The Auto Lag notification feature cannot be silenced through the Radeon software. You must disable it within the Radeon settings.
The location of the setting to disable that feature can be found within the application's options or preferences menu.
I was going to mention that dots resemble Radeon Boost dots in the Digital Foundry video, but Mike had already verified it.
OMG. After a restless night without any progress, I'm really relieved I discovered this thread. Thanks for the solution. I contacted AMD Support and would like to know their take on this bug.

This problem also occurred to me.
It wasn't related to Windows Sticky Keys.
Not the Auto Lag Notification Feature.
It was actually the AMD Adrenaline Driver hot keys...
At first, I deleted all the hot keys which resolved these bothersome beeps.
If you're facing the same issue, visit Radeon Software - Settings - Hotkeys - Reset Defaults.
At least I reinstalled my Windows... Next year I'll switch to NVidia.
