Yes, you can set a custom shortcut for any icon or app in Windows. Just navigate to the properties menu. For more advanced settings, I’m not familiar. EDIT: An example is shown here. At the moment no shortcut is linked. One was assigned. EDIT2: It appears to function only with quick icons; sorry for the inconvenience, but that’s the only known method. You can create a quick launch icon for an app and then assign a shortcut.

If "Fn" refers to a custom key on a keyboard such as the G710+, it's unlikely. I wasn't sure about your question regarding "Fn." You seemed to think of CTRL and ALT combinations, like Fn+L.

Similar to typical laptops, most of the time special features like screen brightness and mute are available through standard F1-12 keys.

Likely not adjustable, these seem pre-installed on the device. If not, they might need programming. I don’t use a laptop myself, so I can’t confirm for sure.
