If his PC/tablet/phone connects to the OBDII device and you have remote access to it, you can proceed. This process usually needs help from them. Alternatively, a very large budget is required—Bugatti and Tesla handle such cases.

The typical method used by remote tuners involves understanding the vehicle they're working with, sending them a base map via email for upload, and then downloading the running parameters after applying the tune for a short period before making adjustments and resending. This process can also be carried out directly at a dyno if preferred.
Alternatively, to perform it remotely, you'd need the person to connect their laptop to your tuning software through the car, using tools like Teamviewer to view and control the session. The individual being assisted will have visibility into all actions taken during this process.
