I have a brand-new first-gen I7 and an X58 SLI motherboard. I plan to install a new cooler because the existing one isn’t functioning properly, which led to my PC upgrade. I understand I need to remove the old thermal paste but it’s not coming off. I’ve tried all the usual methods. Any tips on cleaning it so I can apply fresh paste?

Yes, that's correct. The isopropyl alcohol (>90%) was applied, and the thermal paste remains intact without any removal.

Using isopropyl alcohol on a microfiber cloth is effective, and you can scrub it firmly if needed.

Douse a cotton pad in the isopropyl alcohol and let the paste residue soak in the IPA from the pad. Then try to scrub it again. Maybe that would help loosen up the paste. Unless there's something fundamentally different about this paste, the only variable you should need to change is the vigor with which you need to use to clean it.
