I’m seeing a lot of screen tearing in the portal. I should cap my FPS at 60 since that’s what my monitor supports, but I’m getting 300 FPS in the game. I need to find a way to adjust the settings.

In the developer console, type "fps_max 60." You may have to go through the menu first before saving your game.

Check the video settings and enable "wait for vsync". Observe the changes.

Only adjusting the frame rate produced issues with uneven visuals and strange screen distortions. VSync left everything unchanged. Combined use worked perfectly.
