Typically, the admin account stays active, but you can temporarily turn it off using CMD if you have a repair disk from Microsoft. Just remember to handle it carefully.

You wouldn't require a Windows 7 disk for removal, just follow the tutorial video and capture that key.

Have you attempted to boot from a live Linux USB, transfer essential data to an external USB or HDD, and reinstall Windows? Skipping the disk cleanup might leave old files behind.

You can access the system using a Windows 7 disk from here: https://www.howtogeek.com/96630/how-to-r...-easy-way/. I’ve successfully used it before, and it functions as intended—provided Microsoft hasn’t updated the vulnerability. It’s unclear if it will work with Vista.
