I received 9800x3d with asus prime x870 p wifi csm. The reason is I aim for a stable 5400ghz like my previous intel setup.

Don't do that, x3D are specific because of added cache which must be synced to frequency and memory but it's not adjustable by itself. You could make it worse. The best approach is to control voltage and PBO.

I have only experienced one crash so far, which occurred today during a four-day gaming session. My overclock configuration only sets the CPU boost clock to +200 GHz. During these four days of playing games, there was one crash only in CS 2, but not in Dota 2. The GPU usage remains consistently at 100 percent during CS 2, which many people have noticed before but haven’t been able to identify clearly. In Dota 2, the clock is around 5300 MHz, and I believe the crash happens because the high GPU usage causes the panel to overheat or because of the overclock settings. I don’t enable PBO, as it doesn’t help in this case. In CS 2, the clock stays near 5300 MHz and causes issues, whereas setting it to the default of 5225 GHz in previous days still worked fine and Dota 2 runs smoothly at 5300 MHz above stock.

Boost available power and motherboard limits.
Adjust the curve editor to the most stable option—undervolting. My PC currently uses a -20 setting.
Configure the boost override to +200.
Set the processor maximum temperature to 85°C, which is 10°C below the BIOS limits.
Single core shows 5.8GHz, while multicore reaches up to 5.4GHz based on workload.
PBO automatically increases performance when conditions are safe.
