I updated my operating system and moved my Steam library to a new drive, which means I won’t need to download everything again. However, some games and Steam aren’t appearing in the start menu or under apps/features. Can I add them manually?

You need to point Steam to your library on the new hard drive. Previously, I only clicked "install" once for a game, and Steam automatically recognized all installed games without further downloads. Usually, you'll find a setting in Steam preferences to specify the location of your library, allowing you to revert to the old setup if needed.
