Obtain an am4 motherboard, a budget Ryzen 2200G APU, and 4 to 8 gigabytes of DDR4 memory. It already surpasses the previous setup you had in terms of graphics and CPU speed (2200G beats both the original Xbox and PS4). The remaining components can be repurposed.
The CPU is a significant limitation there. Additionally, 2gb of RAM isn't sufficient for current office application demands. Running Chrome and Excel simultaneously would be excessive. Even with Outlook open, the situation remains challenging. Game performance will vary, but having 4 cores offers a substantial upgrade if you're playing titles released after 2010. Xeon would be preferable, though it requires a different server board. While aftermarket coolers compatible with LGA775 are available, using them on server boards wasn't common before. (Overclocking and similar tasks were more difficult.)

That budget covers these parts: xeon e5430, GIGABYTE GTX 750 2GB 128Bit GDDR5, GIGABYTE GA-G31M-ES2C G31 Socket LGA 775, two 2 GB DDR3-667 1333MHz PCIe cards, a Seagate SATA internal hard drive (500 GB), a 450 W power supply SMPS, a CPU cooling fan, and a cabinet. Ali Express and Amazon are used for the component prices. I understand you're asking a lot, but could you suggest an alternative setup at a lower cost?
It looks like you're really struggling financially. Your monthly grocery and food expenses are higher than the cost of your $150 used PC. I think you should save a lot more each month. Your old PC can't even play games like a new $150 Intel tablet today.
Wasab, you got the point wrong. I wasn't aiming to construct this system. What I was trying to understand is why so many YouTubers consider it the top choice within this budget.
YouTubers also share videos about UFOs and claim to have seen aliens. Technology moves quickly, so any videos older than a year are no longer relevant or accurate.
