The voltage is automatically configured for higher values, possibly exceeding safe limits. It could be overvolting or something similar.

You could simply remove the front panel. It might seem bad, but for a college budget it doesn’t really matter.

Basically, my R2600 ran pretty close to the same temps with the stock cooler. The case was really bad—only one intake and one exhaust fan. Swapping it for an aftermarket cooler made a huge difference. Temperatures dropped from 80-93°C down to a max of 60°C during gaming.
