Being a former owner, 1.35v is the most secure voltage to avoid. Going higher isn't beneficial.
I keep my 2600X around 1.25V to stay safe. It gives a slight boost but nothing impressive. I don’t push my 3800X or 7950X beyond normal limits.
I tried an Athlon II X4 620 with a strong overclock, but after six years it failed due to electromigration—frequency had to drop. Still functional for a while.
If you’re buying a used 2600X, you can’t tell if previous owners abused it. Running it at 1.35V or higher might have worn it out.
A brand new 2600X in a sealed box with no use could let you try higher voltages.
The voltage you apply depends on how long you plan to run the CPU. You can push it to 1.40V+ for months and risk damage, or lower it for steadier performance. Your decision is yours.

For that CPU, PBO is the better choice. Manual overclocking isn't very effective unless you have an excellent cooler to boost the CPUI. Even then, it doesn't significantly improve FPS during games.
The clocking technique isn't as effective as it once was. You won't achieve the same improvements as with a 4790K that could be overclocked for another two years. Instead, consider PBO and see where it takes you, since manual adjustments won't significantly boost performance.
