refers to streaming during or while the game is being played. It depends on the game's settings and its resolution. You can stream in 1080p and reduce to 720P, but maintaining 60Fps is likely at least at 720p.

The game will operate at the maximum FPS your PC supports. Outputs from OBS, Shadowplay, Xsplit, Bebo, etc., will be rendered at a rate limited by your settings (30 or 60 FPS). At 1800X, x264 streams up to 1080p at 60 FPS on the high preset can reach up to 6000 kbps, or medium at up to 4500 kbps (needs strong cooling). NVENC offloading moves the task to your GPU, which then manages virtually any bitrate you choose.
