I plan to purchase an ASUS Strix B350F motherboard, a Ryzen 5 1600, G skill Ripjaws 8 with 8 GB of 3200MHz RAM, and a GTX 1060 with 6 GB. I want to know how much I can push my CPU and GPU overclocking on this board, and whether there are differences compared to the Gigabyte Ab350 gaming 3 motherboard.

there isn't a precise solution for optimizing any CPU or GPU, since each device responds differently.
it's mainly about slowly raising the overclock to discover the optimal configuration while maintaining stable temperatures and voltages.
don't attempt to match someone else's settings, just evaluate what your own hardware can handle through experimentation.

Roughly speaking anywhere between 3.8-4.1ghz...4.2 if your super lucky. But yeah there is no clear way to say what speed you'll get. It isn't called the silicon lottery for nothing.

The output should remain consistent across both boards, but the quality should be higher on the ASUS board.
