The 360 mil AIO should manage the I9-12900K well in that temperature range, as it’s designed for high-performance setups and handles heat effectively.

If you reduce the power cap, consider increasing it to 12700k for better performance. With such a high ambient setting, a 360m AIO seems necessary to maintain a stable 12900k, and a 420mm model would likely be beneficial.

A 280mm cooler works well as long as he isn’t doing intensive benchmarking. The processor gets hot, but gaming keeps it cooler.

It really hinges on how you define "overheating." If you're asking whether it prevents thermal throttling, the response is likely "yes" for LGA 1700 mounting. If you're concerned about staying under 70°C, then it's probably not—around 90°C at 40°C ambient is expected.

You might want a 360 instead, since there aren’t any financial limits involved.

Suggest a 360mm AIO for your 12900K in 40°C settings. Prioritize models built for the LGA 1700 socket. Opt for a modern AIO tailored to 12th generation Intel, avoiding outdated versions unless verified reviews confirm compatibility.
