That 120mm is going to struggle if you try to overclock it xD The commonly accepted safe voltage is around 1.4, you could go up to 1.45 but that will speed up CPU wear and your cooler would likely fail by then xD

I'm not sure why you think the 3000 series is a bad place for OC. You won't reach the incredible MHz that effects can achieve, but RAM speed and clock rates are solid on the right boards. Begin with 1.45v CPU voltage using what you have, and test how far it goes.
