It's simply at the point where the program locks you in FPS; 59 Hz doesn't really matter compared to 60, just like 119 to 120 is similar.

Can the system reach 120 fps? If not, it should cap at 60, as I think (like if you can't hit 60, it drops to 30). It's not really 60fps, more around 59.9 times something.
