in csgo you receive a drp weekly based on ranking progress. recently you dropped, but now you're allowed another drop once you rank up again. your recent 7-day ban and the lack of gamer to her comp might be affecting your XP gain. the service badge could also play a role in your progression.
You receive a guaranteed drop each week. Progress through the experience points system is necessary to earn it. You can also collect random drops during gameplay that aren't tied to your rank or leveling up. These are unpredictable, so they aren't assured. On average, I receive about two drops weekly when playing frequently, but I focus on earning rank-up drops. Regarding the "+Drop" above your XP bar, it's likely you almost missed last week’s and now you can claim this week’s as well.
