I understand that the motherboard can influence GPU overclocking when higher voltage is applied, but are there additional factors to consider?

The motherboard won't influence your GPU overclocking, which is controlled by your PSU and mainly depends on the cooling setup for your GPU and case.

EDIT: That PSU isn't top-notch, you can push it a bit but I wouldn't go that far. Honestly, it's not worth it.

Yes, the condition of your motherboard (and especially the power supply) determines whether you should overclock your GPU.
