Think of it this way: if your CPU isn't being fully used right now (like always running at lower capacities), adding more capability won't increase its usage. Similarly, upgrading from 16GB to 32GB RAM would be wasted if your PC only uses up to 12GB.

i prefer to focus on improving my gpu's performance, my motherboard's ability to boost the cpu independently, but overall it doesn't make a big difference

I prefer to master overclocking my GPU and my motherboard, though it doesn’t really help much compared to nothing at all.
