I don't intend to develop a complete town, only a small neighborhood. It could take a few months. My internet plan ends in February.

I prefer to manage the hosting myself without costs, though the poor internet connection is a major problem.

Absolutely, there’s nothing you can control about your internet. I dislike paying money, but sometimes you have to. You might need hosting or settle for a very poor server—playability probably won’t be there.
