I recently attempted to adjust an offset but encountered issues, so I had to reset it. I needed to clear the CMOS and then reconfigure my overclock settings for it to return to "auto". It seems leaving the offset unchanged is necessary.
I'm hoping this will work.
Edit: An alternative method to reset without clearing CMOS is to use F5 in BIOS and re-enter the overclock settings.

Windows 7 with all drivers updated. I updated the BIOS yesterday. Power settings are now auto, but I attempted to enable C-states; it didn’t change from 4.6 ghz.
I should have been more detailed about what I meant. The power settings in Windows 7 are what I was talking about.

SkylerJacobs should have been clearer about the power settings. The Windows 7 options should be adjusted to "balanced." It seems I had a problem before, I made a mistake with performance settings during stress tests and forgot to fix it, so I'm going to try again now.
