You wouldn't... that pc was made before jpg was even invented. You would use some kind of more basic image format that's not compressed, like BMP or TGA or PCX or *maybe* GIF and PNG since they use the deflate algorithm which was ported to loads of architectures... BMP supports color palettes, so it would make it easy to encode a picture in 16 colors. See freeware image viewers like Irfanview, these can dither images down to 16 colors or 256 colors and save in these formats I mention. As for transferring, I suppose floppy discs, or null modem if you have a software that can receive or transmit data through null modem cable (basically a cable you plug in the serial port of both computers) Here's first result that pops up when i search about apple ii and null modem : http://adtpro.sourceforge.net/connectionsserial.html
