Probably using a variable core OC setup. Frequencies around 5.3 and 5.2 MHz are common. At 5.3GHz all cores perform well, but you might need to tweak voltage and other parameters for optimal performance. What motherboard and BIOS would work best?

For maximum performance, invest in a high-performance case that fits a 420mm AIO, then consider the Arctic Liquid Freezer II 420mm (check if offset mounting is feasible). Ensure you have the right silicon to achieve 5.3GHz and a motherboard with sufficient power delivery for the 10900k. You'll need to tweak the BIOS settings extensively to unlock those speeds.

The motherboard is a ROG Maximus XII Hero with Wi-Fi support. The BIOS seems to be fairly recent, and the system runs a 64GB 3200MHz Corsair Vengeance RAM.

In practice, it hits around 5.1GHz max, occasionally dipping to 5.2 or 5.3 briefly. To reach 5.2 I need 1.36v and 5.3 requires 1.4v, though even then the cooling struggled during stress tests. I believe I'm approaching my thermal ceiling at this frequency range. This setup uses a 360AIO with a pull intake.
