From the Microsoft site, similar to what @CommanderAlex mentioned, there was talk about an off license key. I’m just sharing a PCPartPicker list for Windows 11 Pro priced at £85. Microsoft Windows 11 Pro OEM - DVD 64-bit (FQC-10529).
